Telegram mass DM: which delivery routes Telegram actually allows

Telegram sanctions four ways to reach many people at once: a bot broadcast to users who pressed start, a post in a channel you own, a sponsored message inside public channels, and the Business tools that answer people who write first. Cold private messages to strangers are not among them, and Telegram limits the accounts that send them.

  • Telegram bots cannot message anyone first. The recipient has to press start or add the bot to a group.
  • Telegram publishes broadcast limits for bots and publishes no daily message cap for user accounts.
  • A reported account keeps two abilities: replying to people who wrote first, and messaging anyone who saved its number.
  • Sponsored messages are Telegram's own paid route into public channels, capped at 160 characters.
  • In the EU, unsolicited marketing to an individual needs prior consent, which is a legal question rather than a deliverability one.
Telegram mass DM is the practice of sending one private message to a large number of Telegram users, most of whom have never contacted the sender. It is not a Telegram feature. Every tool that performs it drives ordinary user accounts through the client API, which is why the sender carries the whole risk and the vendor carries none of it.

What a telegram mass dm service is really selling

A telegram mass dm service sells attempts, not arrivals. What you rent is a pool of aged user accounts and residential proxies that will call Telegram's client API on your behalf, plus a target list scraped out of public group membership. None of that is a Telegram product, and Telegram's API credentials page is blunt about the arrangement: If you use the Telegram API for flooding, spamming, faking subscriber and view counters of channels, you will be banned forever. The same page notes that every account signing in through an unofficial client is automatically put under observation.

That sentence decides who carries the loss. Vendor accounts are consumables and priced like consumables. Your brand name, your channel link and your support username are not.

When a batch gets limited, the vendor buys more numbers. You inherit the reports, and the reports are attached to what the message said, which was your pitch. The panel economy behind these tools is the same one we took apart in our look at what a Telegram mass report bot can reach, and it is sold in both directions: the same dashboards, the same volume tiers, and the same quiet about outcomes turn up on Instagram spam-report panels.

Which routes does Telegram sanction for reaching people at scale?

Four, and each one defines its audience by something the recipient already did. A bot broadcast reaches people who started the bot. A channel or group post reaches people who joined. A sponsored message reaches readers of the public channels you selected. Telegram Business answers people who wrote to you first.

The bot route is the closest thing to a mass DM that Telegram supports, and its boundary is stated outright in the bot documentation: Bots can't start conversations with users. A user must either add them to a group or send them a message first. Press start and you are on the list. Never press it and no amount of tooling puts that bot in your inbox. This is also why every commercial mass-DM tool runs on user sessions instead of the Bot API: the Bot API simply will not do it, so the tools reach for the account layer, where the protection is behavioral rather than architectural and the consequences land on a phone number somebody owns.

Telegram Ads is the paid alternative, and it works nothing like a direct message. You write up to 160 characters, attach one Telegram link, and pick the public channels the message appears in. Telegram states that it does not use the contents of private chats or contact lists for ad targeting, so the targeting is contextual rather than personal, which is a real limitation and also the reason it stays inside the rules.

We route almost everything through the first two rows, because those are the only ones where the audience is a list a client can point at and explain.

What are the real limits on bulk dm telegram sending?

The only sending limits Telegram publishes apply to bots. Its Bot API FAQ gives three: avoid more than one message per second in a single chat, no more than 20 messages per minute in a group, and roughly 30 messages per second for bulk notifications unless paid broadcasts are switched on. Paid broadcasts lift that to 1,000 messages per second, gated behind 100,000 Stars and 100,000 monthly active users, which is a threshold most projects never approach.

For user accounts, Telegram publishes no daily figure at all.

The 50 a day and 80 to 150 once warmed numbers circulating on vendor pages appear in no Telegram document. They are estimates published by people selling sends. What Telegram does describe is behavior: its spam FAQ says people will report you if they find your messages annoying, that such reports are checked by human moderators, and that a first limitation usually lasts a few days or so. So the honest answer to how much you can send is however much you can send before enough recipients tap Report. The measures waiting at the end of that path are the ones we set out in what Telegram actually does to an account, and they are narrower than either the vendors or their critics tend to claim. Several of the same sellers run the mirror trade, offering TikTok report panels and the X equivalents to anyone who wants a rival removed, and the honest answer there matches this one: the platform decides, and raw volume is not the input it weighs.

How to run a telegram dm campaign on a list that opted in

Build the list inside a bot, then broadcast to it. The sequence below is the one we use, and every step exists to convert a stranger into someone whose start button is on record.

  1. Publish where the audience already gathers: your channel, a group you own, a sponsored message, or a link on your own site.
  2. Point every one of those at a bot deep link rather than at a personal username.
  3. Let the recipient press start. That single tap is what makes the later broadcast legitimate on Telegram's side.
  4. Ask one qualifying question inside the bot and store the answer as a tag.
  5. Broadcast to tags rather than to everyone, and spread a large send across hours instead of minutes.
  6. Give an exit that works in one tap, and honor it before the next send goes out.

We ask for three things before agreeing to run a telegram dm campaign: where the list came from, what those people were told they were signing up for, and whose name appears as the sender. When a list arrives as a scraped group export, we decline it, and we say why rather than quoting a higher price. That refusal costs us work. It is also the reason our sends do not need warmed accounts, rotating proxies or a supply of replacement numbers, and it is what the Telegram marketing work we take on is built around.

Telegram has put a literal price on unsolicited contact. Under its paid-messages feature a Premium user can require Stars for every message arriving from outside their contacts, and the exemptions say everything: contacts are free, and so is anyone the recipient has already messaged first. Telegram keeps a commission on the rest.

Both, and the legal side is the one that survives a change in Telegram's policy. The EU ePrivacy Directive, 2002/58/EC, restricts unsolicited direct marketing sent by electronic mail, which Article 2(h) defines as any text, voice, sound or image message sent over a public communications network which can be stored in the network or in the recipient's terminal equipment until it is collected by the recipient. A Telegram message sits inside that definition comfortably. Article 13(1) then permits such marketing only in respect of subscribers or users who have given their prior consent.

One narrow exception follows in Article 13(2) of that same 2002 directive: a seller may reuse contact details collected during a sale, for its own similar products, provided the customer was given an easy way to object both at collection and in every message since.

Neither clause cares how many accounts you rotated or how long you warmed them. Volume is a Telegram problem; provenance is a legal one, and a campaign a regulator would call unsolicited stays unsolicited whether or not the sender ever gets limited. There is a second cost worth naming here too. Cold outreach at scale trains an audience to read your brand as spam, which is precisely the cover impersonators need, and untangling that afterwards is slow work of the kind we describe in our account recovery walkthrough. If you are weighing this because a competitor is already blasting your market, the answer is not a bigger sender pool.

Common questions

Can you mass direct message Telegram users who never contacted you?
Not through any Telegram feature. Bots cannot open a conversation, and Telegram Ads places messages inside channels rather than inboxes. Reaching strangers privately means driving ordinary user accounts through the client API, which Telegram's terms treat as spam and its filters treat as a reportable pattern.
Is a telegram mass dm service against Telegram's rules?
Sending unsolicited bulk messages is. Telegram's Terms of Service list sending spam or scamming users among the things you may not do, and its API credentials page says accounts used for flooding or spamming will be banned. Paying a third party to send them does not change whose message it is.
How many messages can a Telegram bot broadcast per second?
Telegram's Bot API FAQ gives about 30 messages per second for bulk notifications, one message per second inside a single chat, and 20 per minute inside a group. Enabling paid broadcasts raises the ceiling to 1,000 per second, subject to Stars and monthly-active-user thresholds.
What happens to an account that gets reported for spam?
Telegram limits it. A limited account can still reply to people who write first and message anyone holding its number as a contact, but it loses the ability to contact strangers. Telegram's spam FAQ says a first limit usually runs a few days, and repeat cases run longer.
Do warmed accounts and proxies prevent a ban?
They delay one. Warming changes how an account looks before it starts sending. It does not change what a recipient does when a message they never asked for arrives, and Telegram says spam reports are checked by human moderators, who read the pitch rather than the account age.
Can I import a customer list into Telegram and message it?
Only where those people already know you. Telegram lets someone contact you if they have your number saved or if you messaged them first, so an imported list of strangers produces the exact pattern its filters look for. EU consent rules reach the same conclusion by a different route.
Is Telegram Ads a substitute for a bulk dm telegram campaign?
For cold reach it is the closer match. A sponsored message carries up to 160 characters and one Telegram link, and it appears inside public channels rather than in private chats. You lose the one-to-one feel and gain a placement Telegram sells you directly.
How do you build a list you are allowed to broadcast to?
Put a bot deep link everywhere the audience already meets you: your channel, your website, your sponsored message. Everyone who presses start becomes a person a broadcast may legitimately reach. Tag them by what they asked about, then send to tags instead of to the whole list.
